I reached out to the manufacturer who said the hitch balls on the Flash Solid Steel Adjustable Ball Mounts are a solid piece that has a bolt running through it inside the mount. What this means is that there is zero chance of it coming apart while you are towing your trailer. Simply abide by the capacities of the hitch and it is extremely safe.

Draw-Tite trailer hitch # 75673 for the 2016 Subaru Outback is made in Mexico. Curt trailer hitch # C13206, also for your 2016 Subaru Outback, is made in the USA. But, per Curt warranty requirements, all non-trailer loads (bike racks, cargo carriers, etc) must be supported by stabilizing straps, such as # 18050, sold separately. So if you are going to be using the hitch for anything other than towing you would need the strap.

Class I and II 1-1/4 in hitch accessories are almost exclusively solid-shanked across the board. That would include ball mounts like # C45024. Just to be sure, I did contact Curt and they verified that ball mount # C45024 does have a solid shank.

Curt trailer hitches are manufactured in the USA but not the supplemental parts like ball mount # C45902. For one that is made in the USA and is similar I recommend # BWTS20037B. But it maxes out at 18K with the 2-5/16 inch ball. The Curt model # C45902 is the only option we have in an adjustable ball mount for 2-1/2 inch hitches that can reach 20K. I'd recommend the Curt Class III Trailer Hitch, part # 13354. Curt manufactures their hitches in the USA. Draw-Tite is an American owned company, but their hitches are manufactured in Mexico.

The Curt Class III Ball Mount with 2" Ball - 2" Drop - 7,500 lbs # C45036 does come with the hitch ball installed. The ball platform is 3/4 inches thick which is standard with a 1 inch diameter hole. This is the shortest option for that rise and drop. There is a lower rated option in # C45131 but it is only due to the smaller hitch ball that is 1-7/8 inch diameter.
